They will try to sell you liability and collision insurance. It is not required. However, if your own insurance doesn't cover you out of the UK, it might be a good idea. It's about $15/day.

Car Rental Insurance CDW or LDW is common place for Car Rentals. You can get car rental insurance several ways. In your case since you don't have credit and i'm assuming that you are outside of the united states, so you should lean towards #3 and #4 below.
1. Assuming that you are in the United States, if you own your own car and travel to another location, you may use your current auto policy to extend to the car rental.
2. Through your credit card - most credit cards offer CDW on car rentals as a bonus for using their card.
3. Through your own travel insurance - there are several trip insurance places that you can go to to purchase insurance not just for the car rental but for your entire trip. Do a search for trip insurance.
4. Using the Car Rental Companies Insurance. - Every car rental location has different prices but if you are paying more than $10 a day, I would suggest shopping around somewhere else.
